Garlic is known to be a major feeding stimulant for marine critters (believe it or not), and it is also a HUGE boost to their immune systems. That is why Kents and everybody make garlic extracts. I have found that just crushing a clove of raw garlic in a garlic press and rubbing the juiciness that it forms onto or into whatever I'm feeding does real well. Avoid getting chunks of it in the tank though, as they can burn corals if they come to rest on them. Use just the juice.

Try a little bit of garlic rubbed on a piece of Nori, you will be AMAZED by how they go NUTS over it. I mean out of control feeding. It's really surprising just how mutch it affects them. I regularly feed Stectrum Thera A+ pellets from New Life, mainly because they are garlic enriched. My Possum Wrasse was never seen feeding for nearly 3 years until I got the stuff and now he comes right out to munch!

Ive read differant thoughts on garlic and they actually have been using it since the onset of the condition. Picking up a voltmeter today , and a grounding probe for the tank just in case but it would have to be pretty minute  (possibly enough to cause an issue though).
I personally dont hold much hope for the fish but as long as its eating and swimming like normal there is always a chance slim as it may be.

Put the grounding probe into the sump and use that for your "wet lead" for testing.

I feel the same way about the fish, I would euthanise him if it was me.

A little update on the fish. There was no testable stray voltage. It has begun to hide more meaning either it is being picked on now or it knows its days are numbered. When it does die or it gets put down flesh samples are going to be sent off to get tested.

OMG I have never seen anything like that in my life.  How is the fish doing if I may ask?
Have a wonderful day and a better tomorrow.

Does garlic have any positive/negative effect on corals? I read about how its good for fish but I was just wondering.
